Our client, a public service organization, is seeking a “Human Resources Advisor.”


Reporting to the Director, Human Resources and Organizational Development, the HR Advisor develops and administers the Human Resources function for the organization aligned with the achievement of the organization’s vision, mission, values and strategic objectives and priorities. 


Main focus: Performance management and Investigations




Responsibilities:


Human Resource Management

Plans and delivers Human Resources services, policies, and programs, including:

  • Recruiting and staffing
  • Performance management and improvement systems
  • Regulatory and statutory compliance (e.g., health and safety and employment standards)
  • Employee orientation, development, and training
  • Policy development and documentation
  • Employee and labour relations, including negotiations and grievance administration
  • Corporate-wide committee facilitation (i.e., health and safety and labour management)
  • Compensation and benefits administration, including job evaluation and pay equity
  • Employee safety, welfare, wellness and disability management
  • Employee services and counseling
  • Works with Human Resource consultants, lawyers and training specialists as identified.
  • Develops and administers employment programs, procedures and guidelines that align the workforce with the strategic goals of the organization.
  • Participates in the grievance administration and collective bargaining processes; participates as a team member in contract negotiations, providing labour relations advice in order for management to make sound decisions.
  • Maintains all corporate HR records, ensuring compliance with legislative and regulatory requirements.
  • Selects, trains, supervises, directs and evaluates service unit staff; directly supervises Human Resources Assistant.
  • Prepares budget information for the human resources section of the Corporate Services budget; monitors assigned budget areas on a system basis.
  • Researches, prepares and submits recommendations, reports, statistics and budget requirements necessary to the planning and implementation of human resources for the organization.
  • Maintains current awareness of trends and development in the field; ensures compliance with employment and health and safety legislation.
  • Responsible for the health and safety of self and others within the unit setting ensuring a safe work environment and taking every precaution for the protection of others. Serves as Co-Chair of the Joint Health and Safety Committee.

Effective Working Environment

  • Develops and maintains positive working relationships working as a team member within and across service units; participates on Library cross-functional project teams to lend skills, competence and technical knowledge in human resource theory and practice.
  • Plans, organizes and manages the daily operations in the Human Resources unit; supervises staff, managing the workflow in order to achieve the most effective utilization of staff resources. 
  • Builds support for work unit goals/objectives by communicating expectations and rationale and by monitoring and measuring work and outcomes; looks for daily opportunities to highlight the connection between service unit/corporate goals and day-to-day activities.
  • Works to inspire commitment using effective communication strategies, technical expertise, tools and approaches; provides consistent communication and feedback, coaching and motivation for staff in the service unit and across the organization.
  • Participates in the selection and training of staff; encourages and supports staff in learning and using new software and techniques; cross trains staff for workflow efficiencies.
  • Creates a team environment which fosters and develops effective working relationships and high performance; proactively addresses any morale, cooperation and productivity issues; acts as a change agent to positively encourage others and manage change; both facilitates and participates in the performance management process, including the creation of development plans to build core competencies and personal effectiveness.
  • Works with direct reports and managers and coordinators to develop a learning culture, one that embraces change, innovation, new trends and industry developments.
  • Provides technical and functional advice on employee and labour relations issues to members of management team, managers and coordinators based on a solid understanding of employment policy/practice, labour trends and the Collective Agreement.
  • Responsible for the health and safety of self and others within the service unit ensuring a safe work environment and taking every precaution for the protection of others.

Focuses on Results and Continuous Improvement

  • Demonstrates a high level of customer service; monitors employee flexibility in responding to internal customer needs.
  • Facilitates concise, accurate, two-way and timely written and verbal communication of all information within the service unit, across the organization and to stakeholders to ensure effective delivery of outcomes and results.
  • Demonstrates tact and diplomacy in the delivery of customer service; ensures customers are referred to the appropriate source/provider with follow up.
  • Researches, prepares and submits recommendations, reports, statistics, and budget requirements necessary to the planning, development and delivery of services and programs at the branch level having regard to changes, trends and regulatory requirements.
  • Provides a high degree of confidentiality and security around information provided to produce content for Management Team, Human Resources, and other sensitive information sources where information is developed prior to staff/public release.




Qualifications:


  • University degree in Human Resources Management or related discipline with CHRL designation.
  • 5+ years of successful experience as a Human Resources “generalist” in a unionized public sector (preferably municipal) environment; including supervisory experience in the human resources function.
  • Demonstrated knowledge of employment legislation, labour relations principles, and contemporary human resource practices.
  • Demonstrated ability to prioritize, multitask and manage service delivery, translating goals and objectives to tangible results and outcomes.
  • Demonstrated ability to maintain positive working relationships and to work collaboratively and effectively with a broad spectrum of individuals within the service unit and across the organization
  • Proven ability to generate, implement and evaluate new ideas, plans and programs.
  • Excellent verbal/written and interpersonal skills; uses tact and diplomacy; effectively delivers consistent messages providing the right information and the right time to the right audience.
  • Ability to consistently lead and demonstrate excellent customer service in the delivery of employment and human resources services and programs.
  • Demonstrated level of integrity and confidentiality.
  • Knowledge of accessibility compliance as required per the Accessibility for Ontarians with Disabilities Act (AODA).
  • This position requires occasional travel, visiting multiple branch locations based on operational requirements, schedules, and projects during the week.

The indicated pay range for this position is a good-faith estimate based on the qualifications necessary for the position, including experience, training, and other considerations permitted by law. Additionally, it is emphasized that the pay band mentioned herein is the one established by the client company. Factors that may be used when making an offer may include a candidate’s skills, experience and geographic location, the expected quality and quantity of work. Most candidates will start at the bottom half of the pay range, with the upper end reserved for candidates with extensive experience and skills and who live in geographic markets commanding a higher starting pay. An employee’s pay history will not be a contributing factor where prohibited by local law.
